A blue Ford Falcon was impounded by police after reports of antisocial driving in the Gateway Drive area last Thursday night.
Senior Sergeant James Renwick said police were called to the area shortly after 11pm.
Attending officers located the vehicle with a plume of smoke and skid marks, which Mr Renwick said indicated it had recently finished a burnout.
The driver was charged with sustained loss of traction and is due to appear in Whakatāne District Court.
“Antisocial driving behaviour is a complex issue for police to deal with, and they rely on the public for help to identify instances and the offenders behind it,” Mr Renwick said.
“We ask if you witness these behaviours to report it via 111, if it is safe to do so take a video recording.
“If you know where the drivers live or the vehicles can be found please report it to police.”
