Why would the council put a disabled car park in a parallel position?

Usually the disabled parks are extra-wide to allow the person to full open the door to get out.

In the parallel position, the door opens right out into the street and the person then has to walk along the road to the rear where there is the slope to the footpath.

Utter madness.
